CIRCULAR NO. 73/2019 - NATIONAL LEVEL YOUTH FORUM FOR ROVERS & RANGERS.

We are pleased to inform you that the Bharat Scouts and Guides, National Headquarters is organizing National level Youth Forum for Rovers & Rangers at Bargaon ITI Campus, Sundargarh, Odisha State from 29th September to 03rd October, 2019.

The purpose of having the National Level Youth Forum is to provide young people to participate in decision-making. The youth forum gives young people the avenue to enhance their skills in decision-making at the institutional level of Scouting. This Youth forum will also select the best candidate and recommend the name, to the competent authority for the next 14th World Scout Youth Forum scheduled to be held at Egypt in 2020.

Dates - 29th September to 3rd October, 2019

Theme - “ Dive into Future”

Date of Arrival - 29th September 2019 before lunch.

Date of Departure - 3rd October 2019 after lunch.

How to Reach - The nearest Railway Station is Bamra. The venue of the event is about 17 K.M. from Bamra Railway Station Trains are also frequently available up to Rourkela which is about 70 K.M. from the event venue. In collaboration with the host, NHQ will try to facilitate the candidates to transport from Bamra & Rourkela railway station. Further details pertaining to local transportation will be communicated as soon as we receive participation details from the State Association along with their itinerary.

Eligibility of Participants - Since, this forum will be an important platform to represent the State. Hence, State Associations are requested to nominate the “ideal” participants considering the following criteria:

  • Rover/Ranger between 18-25 years of age.
  • Should have knowledge of Scouting round the World
  • Should be able to speak and participate in discussions, debate, symposium etc.
  • Should able to speak on the Theme of the Forum.

Quota- 04 Rovers, 04 Rangers and 01 Ranger Leader from each State Association. Please note: State who is unable to depute Rangers are not permitted to substitute with Rovers

Scout Guide Welfare Fund - Each youth (Rover/Ranger) will contribute @ Rs. 180/- per head and Adults will contribute @ Rs. 280/- at the time of registration.

What to Bring - Following materials are to be carried by each participant: Two set of correct and complete uniform as per APRO Part II & III, Track suit, Light Bedding, personal clothing, Sleeping Bag, Toilet requisites, Torch, Water Bottle, Plate, Mug, Spoon, Writing materials, First Aid kit, Costumes for Cultural Programmes etc. Individual Laptop is preferred.

Financial Assistance - National Headquarters will reimburse travel subsidy maximum @ Rs. 550/- per head or actual whichever is less on production of train/Bus ticket. Participants of Railway State are requested to utilize Railway Pass.

Last Date - The list of selected candidates should reach at the Bharat Scouts and Guides, National Headquarters, New Delhi latest by 31st August 2019.

We request you to select the best and deserving candidates for this Forum as we are going to earmark the nominees from this prestigious forum for the fourth coming 14th World Scout Youth Forum to be held at Egypt in 2020.
