Dear Sir/Madam,

As per decision of the National Council, the minimum census of each state based on school going population i.e. 1% or the maximum census during last five years has been fixed and the National Council in its meeting held on 24th November, 2019 has very kindly approved the same and it was also circulated along with amended Rules, Annual Report, Annual Budget and Code of Conduct vide no. BSG/NHQ/D-3-1/098/2020-21, dated 07/05/2020 vide email dated 09/05/2020.

Now again the same is sent herewith with a simple format for easily understand by all with the following points:

1. After reaching to this census, there is no need to pay IRF for the excess census. For example, “C” State required 10000 census as per the sheet and they reached to 12000. The “C” state is to pay IRF only for 10000 not for 12000.
2. Railway state census is fixed and they have to pay for 8000 census as given in the sheet. After 8000 census, no need to pay for excess no.
3. This ceasing of census will be with effect from 2021-22.

Some of the States were asking some relief due to Covid-19 as it may affect the census due to decrease in the activities. The NHQ will put up the same before the National Executive Committee in its next meeting after getting acceptance by the Hon’ble Chief National Commissioner for its kind consideration.

We request you all to please organized virtual programme. The National Headquarter is ready to assist you in organisation of such meetings at state level by providing the host facilities. Please write to us for any help.

To help the states for increase in the census, the National Headquarter is developing a website for online Beginner Courses and hope to launch on 1st June 2020 in English and on 1st July in Hindi. As per decision of the National Planning Committee, the certificate issued for this will be valid all over India and teachers will be eligible to start their units.
