This is to inform you that as per A.P.R.O. Part-II, Chapter-1, Rules No. 15(e) it is stated as “A Cub Master who is advanced trained and has a valid warrant will be competent to produce Golden Arrow Cub”. Similarly, as per A.P.R.O. Part-III, Chapter-1, Rules No. 16(e) it is stated as “A Flock Leader who is an advanced trained and has a valid warrant will be competent to produce Golden Arrow Bulbul”.

The Bharat Scouts and Guides, National Headquarters had received suggestions to consider Basic Trained Cub Master/Flock Leader to be competent to sign in the document of eligible Golden Arrow Cub/Bulbul Badge instead of Advanced Trained.

The suggestions received at the National Headquarters were placed before the National Executive Committee in its Meeting held on 1st September, 2019 to consider the proposal. The National Executive Committee unanimously accepted and approved the proposed suggestions and allowed Basic Cub Master/Flock Leader to sign in the document of eligible Cub & Bulbul for Golden Arrow Badge.

The proposed amendments duly approved by the National Executive Committee in its meeting held on 01.09.2019 will come into force from immediate effect. The same will be incorporated in A.P.R.O. Part-II & Part-III in the next publication.
