CIRCULAR NO. : 38/2021 ( BSG RULE NO. 8 & 59 ELECTORAL COLLEGE – Clarifications)

Dear Sir/Madam,

This is to inform you that as per amended rules No. 8 and 59 of the rules book of the Bharat Scouts and Guides, there is a provision of Electoral College for the election to the offices of the President, Vice- Presidents and Chief National Commissioner at the National Association and election to the offices of the President, Vice-Presidents and State Chief Commissioner at the State Association.

Amended rules no. (8.1) Electoral College shall consist of two delegates representing votes of allocated number based on census of Scouts and Guides beneficiaries and authorised by the State Chief Commissioner and rules no. (8.5) states that ‘Delegates authorised by the State Chief Commissioner may cast their votes…  To make more clarity on the delegates to cast vote, this is to inform all concerned

that “Delegates means two delegates representing the State Association i.e. State Chief Commissioner and one State Commissioner of Scouts or State Commissioner of Guides in the National Council. If the State Chief Commissioner is a Male, other delegate in the Electoral College to be Female or vice-versa. It is also to be noted that as per rules no. (7.20) & (7.21), the State Commissioner of Scouts and the State Commissioner of Guides are only the members of the National Council and no other State Commissioners.

Similarly, amended rules no. (59.2) states that ‘The Electoral College shall consist of two delegates from each District Association of the State representing votes of allocated number based on census of Scouts and Guides beneficiaries and authorised by the District Associations. Rules No. (59.3) states that ‘Number of Votes for each district shall be based on the census of Scouts and Guides separately for the last one year preceding the election to the office of President, Vice-Presidents and State Chief Commissioner. For every 1000 census two votes can be cast by the Chief Delegates i.e., District Chief Commissioner or his/her nominee. Further, to make more clarity on the delegates to cast vote, this is to inform all concerned that “Two delegates means District Chief Commissioner and one District Commissioner or any other person representing the District Association in the State Council. If the

District Chief Commissioner is a Male, other delegate in the Electoral College is to be Female or vice- versa.

State Association who is opting elections are requested to add the above provision and clarifications in their respective State Bye-Laws and submit for the approval of the Chief National Commissioner accordingly.
